Pre-Inquiry Meeting on Croydon’s CPO for Westfield/Hammerson development – 9 December

On 7 April 2014  while still in control the Tories approved through Croydon Council’s Cabinet the making of a compulsory purchase order (CPO) to assist in assembling the land needed to implement the Westfield/Hammerson scheme.  The CPO is entitled: “The London Borough of Croydon (Whitgift Centre and surrounding land bounded by and including parts of Poplar Walk, Wellesley Road, George Street and North End) compulsory purchase order 2014”.

The purpose of the  Pre-Inquiry Meeting (PIM) is to help the Inspector and all parties concerned with the Public Inquiry to prepare for the Inquiry itself, so as to enable the proceedings to be conducted as efficiently and speedily as possible.  No discussion of the merits or otherwise of the proposals is permitted at a Pre-Inquiry Meeting.  It is not the function of a Pre-Inquiry Meeting to consider matters, including evidence, which should appropriately be discussed at the Public Inquiry.

  • Carillion Construction Ltd – leasehold interests in Centre Tower
  • Minerva – several land  ownerships
  • Irish Bank Resolution Corporation (in special liquidation) –  late objection
  • Stairview Estates – Electric House
  • Omaha Nominees – 72 North End and Norfolk House
  • Fortune Estates – Central House and 46a-c George St
  • Transport for London – re-its interest along Wellesley Rd
  • Whitgift One and Two Ltds (Whitgift Trust) – leasehold interests – the Trust failed to overturn the outline planning approval.
