Croydon Council’s Xmas Pantomine – The Draft Local Plan Review Consultation

On 6 December the Cabinet will approve a six week period of statutory consultation  running over the Christmas and New Year period, making it difficult for residents associations and others to prepare their comments, objections and alternative proposals. Yet more consultation and engagement tokenism due to the incompetent delay in submitting the draft earlier to the Cabinet.

The Cabinet is being asked to delegate the making of amendments following the inquiry to the relevant Cabinet member and senior officers. Pressure needs urgently to be put on the Cabinet to agree instead that the Scrutiny & Overview Committee review the potential amendments, and those the Council officers reject, with a view to the Mayor (from May) and the Cabinet taking the final decisions.

The approach being taken is reminiscent of the process of the public inquiry on the Local Plan 2018. The officers showed very little flexibility and inability to listen and understand what residents associations and others were saying. They completely mishandled the proposals to protect  Green and Open Spaces leading the Inspector to reject them.

Officer Recommendations

  • Approve the submission of the Proposed Submission draft of the Croydon Local Plan review to  the Secretary of State following the conclusion of the statutory 6-week publication period.
  • Delegate the agreement of any Main Modifications required by the appointed Planning Inspector to make the Croydon Local Plan Review sound to the Cabinet Member for Culture and Regeneration, in consultation with the Director of Planning and Sustainable Regeneration
  • Delegate the publication of any Main Modifications required by the appointed Planning Inspector for formal consultation to the Cabinet Member for Culture and Regeneration, in consultation with the Director of Planning and Sustainable Regeneration
  • Delegate minor modifications and factual corrections (that are not required to make the draft Croydon Local Plan Review sound) to the Director of Planning and Sustainable Regeneration in consultation with the Cabinet Member for Culture and Regeneration.
  • Approve the publication of the Proposed Submission draft of the Croydon Local Plan review its associated additional Sustainability Appraisals and updated additional supporting evidence for six weeks for representations to be made upon it.
  • Approve that the Proposed Submission draft of the Croydon Local Plan be recommended to Full Council for submission to the Secretary of State upon conclusion of the statutory 6-week publication period.
  • Delegate minor and/or factual changes to the Proposed Submission draft of the Croydon Local Plan including the Policies Map, prior to publication to the Director of the Director of Planning and Sustainable Regeneration in consultation with the Cabinet Member for Culture and Regeneration.
